[20kt End-of-Life Power Battery Recycling Project Lands in Jiangxi] Recently, the relevant website published the "Second Public Notice on the Environmental Impact Assessment for the Comprehensive Utilization Project of End-of-Life NEV Power Batteries in Chating Economic Development Zone, Guangxin District, Shangrao City, by Zhouhui New Energy." It is understood that the project by Shangrao Zhouhui New Energy Technology Co., Ltd. is located in Chating Economic Development Zone, Guangxin District, Shangrao City, Jiangxi Province. The construction is expected to achieve an annual processing capacity of 20kt of end-of-life power batteries for recycling and utilization. Shangrao Zhouhui New Energy Technology Co., Ltd. was established in August 2025 and is a subsidiary of Shenzhen Zhouhui New Energy Technology Group Co., Ltd. In March 2025, Shenzhen Zhouhui New Energy Technology Co., Ltd. signed a strategic agreement with the People's Government of Qianyang County, Baoji City, Shaanxi Province, for a comprehensive utilization project of end-of-life NEV power batteries, injecting new momentum into the green and low-carbon development of Qianyang County. The project has a total investment of 108 million yuan, is planned to cover 22 mu, and will be constructed in two phases. It will focus on the recycling, dismantling, and resource utilization of end-of-life power batteries, aiming to build an integrated new energy industry chain encompassing environmental protection, technology, and circular economy. [300 Million Yuan Lithium Battery Recycling Project Signed in Shandong] Recently, Shandong Fengyan Shidu Lineng Resource Recycling Technology Co., Ltd. reached an in-depth strategic cooperation with the Jinan Changqing University Town Management Committee and Jinan Changqing Construction, which is affiliated with the Jinan City Investment Group, formally signing the standardized project for the annual processing of 10kt of lithium battery metal resources for second-life application and regenerative recycling. The project totals 300 million yuan and will be constructed in two phases at Wode Avenue, Changqing District, Jinan City, Shandong Province. The first phase, with an investment of 100 million yuan, will establish a full-chain process including lithium battery storage, dismantling, second-life application, crushing and sorting of positive and negative pole pieces, and warehousing. It is expected to commence construction in December 2025 and be completed and operational by March 2026. Upon operation, it will produce high-quality recycled materials such as black mass, copper foil particles, and aluminum foil particles on a large scale, achieving efficient recycling and reuse of lithium battery resources. [100kt Battery Recycling, Dismantling, and Second-Life Application Project Lands in Guangdong] Recently, the Huizhou Municipal Bureau of Ecology and Environment published the acceptance information announcement for the construction project "New Energy Lithium Battery Recycling, Dismantling, and Second-Life Application Project." The project by Guangdong Youyuan Circular Technology Co., Ltd. has a total investment of 200 million yuan. The construction site is located in Zhenlong Town, Huiyang District, Huizhou City. It involves building a new energy lithium battery recycling, dismantling, and second-life application project, with an annual capacity to recycle and dismantle 100kt of end-of-life lithium batteries and apply them to second-life uses. The end-of-life lithium batteries primarily come from end-of-life lithium batteries of EVs (including three-wheelers) and energy storage systems. [20kt End-of-Life Lithium Battery and Positive Pole Piece Processing Project Lands in Anhui] Recently, the Chizhou Municipal Bureau of Ecology and Environment in Anhui Province published the "Second Public Participation Notice on the Environmental Impact Assessment for the Resource Utilization R&D and Industrialization Project of End-of-Life Lithium Batteries and Positive Pole Pieces by Chizhou Xiaobu New Material Technology Co., Ltd." The project has a total investment of 300 million yuan. The construction site is located in Chizhou Economic and Technological Development Zone, Anhui Province. It will be constructed in three phases: the first phase is the resource utilization project for end-of-life lithium batteries and positive pole pieces, involving the purchase of equipment such as a continuous ion catalytic roller hearth kiln system, ultrasonic vibrating screen, and powder negative pressure dense-phase pneumatic conveying system, to build a production line for the resource utilization of lithium batteries and positive pole pieces. Upon completion, it will achieve an annual processing capacity of 20kt of end-of-life lithium batteries and positive pole pieces; the second phase involves the construction of a pilot platform (base) for the low-carbon recycling and utilization R&D of old lithium batteries; the third phase involves the construction of a zero-carbon factory. [30kt Scrap Lithium Battery Disassembly Recycling Project Lands in Jiangxi] Recently, the People's Government of Ruichang City, Jiangxi Province, published the second public participation information announcement for the environmental impact assessment of the Qingyan Jiangxi New Materials Ruichang City Lithium Industry New Energy Battery Material Recycling Industry Project. Qingyan (Jiangxi) New Materials Co., Ltd. plans to invest 60 million yuan to construct the project located at the Matou Industrial City, Ruichang City, Jiujiang, Jiangxi Province. The plan includes building 4 production lines: 2 lines for precise disassembly of LFP batteries and material regeneration, with an annual processing capacity of 20,000 mt; 1 line for precise disassembly of ternary lithium batteries, with an annual processing capacity of 10,000 mt; and 1 line for material repair (cathode powder recovery), with an annual processing capacity of 8,000 mt. [12kt Scrap Lithium Battery Recycling Project Approved] Recently, the Ecological Environment Bureau of Hegang City, Heilongjiang Province, published a notice regarding the intended approval opinions for two environmental impact assessment documents, including the Hegang City Scrap Lithium Battery Recycling Project. The project by Heilongjiang Chanlian Metal Manufacturing Co., Ltd., with a total investment of 190 million yuan, is located south of Guangyi Wood Industry, Nanshan District, Hegang City, Heilongjiang Province. It will be constructed in two phases. Phase I involves building one scrap lithium battery processing line with an annual processing capacity of 6,000 mt (including 5,000 mt/a for scrap ternary lithium batteries and 1,000 mt/a for scrap LFP batteries). Phase II involves building five production lines within the plant: three for processing scrap positive pole pieces and two for processing scrap negative pole pieces, each with a total annual processing capacity of 6,000 mt for scrap ternary lithium battery pole pieces. [Shandong 110kt High Performance Phosphate Cathode Material Project Lands] Recently, relevant departments in Heze City, Shandong Province, publicly disclosed the acceptance information for the environmental impact assessment of the 110kt high-performance phosphate cathode material project invested and constructed by Shandong Liyuan Technology Co., Ltd. (Shandong Liyuan), a subsidiary of Lopal Tech (603906). The announcement shows the project is located in the Juye County Chemical Industry Park, Heze City, with a total investment of 1 billion yuan, and has currently entered the EIA public notification stage. It is reported that this 110kt high-performance phosphate cathode material project is an expansion. The specific site is within the Juye County Chemical Industry Park, covering an additional area of approximately 33,867 m². The production process is largely consistent with the main process of the existing LFP cathode material project, with the main product being LFP powder. [Anhui Project for Second-Life Application of 100kt Automotive Power Batteries per Year Lands] Recently, Anhui Jinxiangzi New Energy Technology Co., Ltd. conducted the second public notification for the environmental impact assessment of its relocation and technological transformation project for the second-life application of new energy vehicle power batteries. The project is a comprehensive recycling and utilization project for renewable resources. Upon completion of the relocation and technological transformation, it will achieve an annual production scale for recycling and utilizing 100,000 mt of new energy vehicle power batteries, maintaining the same comprehensive utilization scale. According to the plan, the project will be constructed in two phases: Phase I will have an annual recycling capacity of 40,000 mt, and Phase II will have an annual recycling capacity of 60,000 mt of new energy vehicle power batteries. This includes 3,000 t/a of LCO lithium-ion batteries (monomer), 6,500 t/a of ternary lithium-ion batteries, 4,000 t/a of LFP batteries, 1,500 t/a of LMO lithium-ion batteries, 30,000 t/a of positive pole pieces (10,000 t/a in Phase I), and 55,000 t/a of negative pole pieces (15,000 t/a in Phase I).

 

[Chongqing 150kt Power Battery Recycling Project Expected to Commence Operation Early Next Year] According to earlier reports from Guangzhou State-owned Assets, in May 2024, the Phase II project in Yichun, Jiangxi, commenced operation. Building upon Phase I, an additional investment of 36 million yuan was made to expand the recycling line for 20,000 mt of scrap LFP batteries and disassembly materials.

 

Meanwhile, the first section of Phase I of the Chongqing Dazu project has commenced construction. It is expected that upon operation in early 2026, it will form an annual capacity for disassembling 100,000 units of retired new energy vehicles and processing 150,000 mt of retired power batteries, accelerating progress towards the goal of entering the top tier of China's lithium battery recycling industry.

According to the latest data from the Passenger Car Association, in December 2025, producers with new energy wholesale sales exceeding 10,000 units accounted for 93% of the total wholesale sales of passenger NEVs that month. Based on preliminary January data, these producers achieved sales of 830,000 units in January. As most producers have already locked in their major sales figures, by applying the structural proportion from the previous month to the current month's data, the estimated wholesale sales of passenger NEVs nationwide in January were 900,000 units. According to comprehensive preliminary monthly association data: the estimated wholesale sales of NEVs by national passenger car producers in January 2026 were 900,000 units, up 1% YoY.
